COLLABORATIVE GOVERNANCE DALAM PENYELENGGARAAN MUSYAWARAH PERENCANAAN PEMBANGUNAN PADA PENYUSUNAN RENCANA KERJA PEMERINTAH DAERAH (STUDI PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH PROVINSI SUMATERA SELATAN)
Musrenbang is a participatory mechanism in the formulation of the RKPD. However, several challenges remain, such as the lack of active stakeholder involvement, disparities in participation among parties, difficulties in accommodating non-physical proposals, and limited public participation. This study aims to analyze the implementation of Collaborative Governance in the Musrenbang RKPD at BAPPEDA of South Sumatra Province using a qualitative descriptive method. The analysis refers to Ansell and Gash's (2008) Collaborative Governance theory, which includes the dimensions of initial conditions, institutional design, facilitative leadership, and the collaborative process. The findings indicate that resource imbalances among stakeholders in the initial conditions are mitigated through pre-Musrenbang forums and Rakortekrenbang, with non-material incentives such as transparency and recognition of contributions encouraging participation. Institutional design is supported by regulations such as Permendagri No. 86/2017 and Law No. 25/2004, ensuring rules and transparency in collaboration. Facilitative leadership acts as a mediator between parties through effective coordination and task distribution. In the collaborative process, face-to-face dialogues, information transparency, and sustained commitment foster shared understanding, while agreed development priorities serve as the foundation for sustainable collaboration. The study concludes that the implementation of Collaborative Governance in the Musrenbang RKPD at BAPPEDA of South Sumatra is fairly effective. Stakeholder participation continues to be strengthened through various forums, although resource disparities and suboptimal engagement persist. To enhance the effectiveness of Collaborative Governance in Musrenbang RKPD, efforts should focus on public awareness campaigns, optimizing the accommodation of non-physical proposals, and increasing the involvement of the private sector and NGOs. Additionally, strengthening stakeholder capacity is necessary to ensure a more effective and inclusive collaboration.
