IMPLEMENTASI PENGAMANAN TANAH MILIK DAERAH OLEH BADAN PENGELOLAAN KEUANGAN DAN ASET DAERAH KOTA PALEMBANG
This study aims to analyze the implementation of the Palembang City Government's land security, which is carried out by the Palembang City Regional Financial and Asset Management Agency. Several problems were found, namely the large amount of land that did not have proof of ownership and certificates, lack of human resources, frequent website disruptions, and coordination problems with BPN and OPD. The implementation theory used to further this study is the implementation theory by George C. Edward III that there are 4 critical factors that become a benchmark in policy implementation, namely communication, resources, disposition, and bureaucratic structure. The type of research used is qualitative research. Data collection is done through interviews, observations and documentation. The results of the study show that the implementation of regional land security by the Regional Financial and Asset Management Agency has not been effective on critical factors of communication, resources and bureaucratic structure. Meanwhile, in critical factors, the disposition has been effective. The suggestion in this study is that it is expected to make improvements in the delivery of policies, fulfillment of the number of staff, improvement of the website and improvements in the coordination process by the Palembang City BPKAD.
