Employee work motivation is a crucial factor in supporting organizational performance, including within the Representative Office of the National Population and Family Planning Board (BKKBN) of South Sumatra Province. One of the efforts to enhance work motivation is through the implementation of a reward and punishment policy. However, in practice, this policy is sometimes not well-targeted, leading to varied responses from employees and affecting their morale and performance. This study aims to examine the implementation process of the reward and punishment policy and identify the factors that influence employee work motivation at the BKKBN Representative Office in South Sumatra Province. The research method used is qualitative with a descriptive approach. Data were collected through interviews, observations, and documentation. The results show that the implementation of the reward and punishment policy includes aspects of communication, resources, disposition, and bureaucratic structure, with clear information being received by all employees. The factors influencing work motivation consist of individual factors, such as needs, goals, attitudes, and abilities, as well as organizational factors, such as salary, supervision, praise, and the nature of the job. To improve the process of this policy implementation, clear communication from policymakers, strengthening of human resources with competent staff placement, and direct involvement of superiors in the implementation process are required.
