This study aims to analyze the effectiveness of capacity building programs in improving the Professionalism Index of Civil Servants (ASN) within the Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province. Human resource capacity is a critical factor in enhancing the performance of public organizations, particularly in delivering quality public services. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation involving key informants responsible for planning and implementing ASN training programs. The findings indicate that although the professionalism index at BPSDMD has reached a "moderate" level, challenges remain in terms of training target accuracy, program monitoring, and the effectiveness of material delivery. The study recommends continuous evaluation and improvement of capacity building programs so that BPSDMD can serve as a role model for ASN capacity development at the regional level.
