KERJASAMA ANTARINSTANSI DALAM IMPLEMENTASI KEBIJAKAN PEMBERIAN SANTUNAN PT JASA RAHARJA (PERSERO) CABANG SUMATERA SELATAN TERHADAP KORBAN KECELAKAAN LALU LINTAS JALAN DI SUMATERA SELATAN
This study analyzes interagency cooperation in the implementation of the compensation policy by PT Jasa Raharja (Persero) South Sumatra Branch for road accident victims. Using a qualitative approach with a case study method, this research is based on the Advocacy Coalition Framework (ACF) theory with five main indicators: policy subsystem, advocacy coalition, policy brokers, external events, and policy-oriented learning. The findings indicate that the key institutions involved in implementing this compensation policy are PT Jasa Raharja, the police, hospitals, and BPJS Kesehatan, with the Department of Transportation as an indirectly related agency. Although interagency cooperation has been functioning well, challenges remain in data synchronization, delays in accident reporting, and regulatory differences between institutions, leading to delays in compensation disbursement. The main obstacles include an administrative system that is not yet fully integrated, procedural discrepancies between Jasa Raharja and BPJS Kesehatan, and a lack of public awareness regarding the policy. Therefore, simplifying procedures, enhancing cross-sectoral coordination, and utilizing technology are necessary to ensure that this policy operates more effectively and provides optimal benefits for road accident victims.
