Non-civil servants (Non-PNSD) of the Regional Public Service Agency (BLUD) are part of the Public Health Center employees whose roles, responsibilities, and performance have an influence on the achievement of the objectives of each Public Health Center. The performance assessment of Non-PNSD BLUD employees is still subjective and does not describe the actual situation because there are no underlying provisions related to the preparation of the assessment. This study aims to analyze the factors that influence the performance of Non-PNSD BLUD employees at Puskesmas in Palembang City. This study used a cross-sectional research design with a sample of 157 Non-PNSD BLUD employees selected by random sampling. Data collection was done through interviews using a structured questionnaire. Data were analyzed using univariate analysis, bivariate with chi-square test, and multivariate analysis using multiple logistic regression. The results showed that Non-PNSD BLUD employees who had poor performance were 31.6% and those who had good performance were 68.4%. There was a significant relationship between age (p-value = 0.036), attitude (p-value = 0.001), motivation (p-value = 0.000), compensation (p-value = 0.001), leadership (p-value = 0.011), workload (p-value = 0.026), work procedures/systems (p-value = 0.032) and rewards (p-value = 0.025) with the performance of Non-PNSD BLUD employees at Palembang City Health Center. The dominant influential factor is motivation after controlling for other variables (OR = 11.322). Recommendations for Palembang City Health Center to always provide motivation to Non-PNSD BLUD employees in order to improve performance. The motivation given can be in the form of positive appreciation, formal appreciation, providing compensation both financial and non-financial, and providing health insurance.
