PERAN AMNESTY INTERNATIONAL DALAM ADVOKASI ANTI KEKERASAN APARAT KEPOLISIAN TERHADAP DEMONSTRASI DI INDONESIA TAHUN 2019-2024
Demonstration is one of the activities in the democratic process that is legally protected, both at the national and international levels. However, demonstrations in Indonesia are almost always met with violence by police officers. This has attracted the attention of civil society organizations, one of which is Amnesty International. This research aims to examine Amnesty International's role in advocating against police violence against demonstrations in Indonesia in 2019-2024. Using a descriptive qualitative method, this research is organized by utilizing Keck and Sikkink's concept of transnational advocacy networks (TAN) which is divided into four typologies of strategies as an analytical tool. In applying the typology of information politics and symbolic politics, Amnesty International collects and disseminates information, and utilizes certain symbols in presenting information about police violence against demonstrations through various social media accounts and their official website. The leverage politics strategy was implemented through collaboration with Amnesty International Australia, Tapol, OMCT, Forum-Asia, and Franciscans International to raise the issue. In addition, the submission of a report to the UN Human Rights Committee was also carried out to put pressure on the Indonesian government. The accountability politics strategy to date can only be applied in efforts to monitor and report violations that occur, but has not been able to produce a policy change which is the goal of advocacy.
