EFEKTIVITAS E-OFFICE DALAM PENERBITAN SURAT KETERANGAN PINDAH WARGA NEGARA INDONESIA (SKPWNI) PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA PALEMBANG
Certificate of Moving Indonesian Citizen (SKPWNI) is one of the requirements of population administration for residents who move. The Directorate General of Population and Civil Registration of the Ministry of Home Affairs of the Republic of Indonesia adopted a website-based Electronic Office system (e-Office) in the process of issuing SKPWNI so that the process which was initially managed manually has now begun to utilize e-Office as a communication medium for residents who are constrained in managing the process of moving. However, in the implementation process, there are still some obstacles both from an internal and external perspective. This study aims to determine the effectiveness of e-Office in issuing the Indonesian Citizen Moving Certificate (SKPWNI) at the Palembang City Population and Civil Registration Office. In this study, effectiveness described by Gibson, Ivancevich, and Donelly (2008), namely (1) Production; (2) Efficiency; (3) Satisfaction; (4) Adaption; and (5) Development. This research uses a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews with officers and service recipients, observation, and documentation at the Palembang City Population and Civil Registration Office. Data analysis was performed using the Miles & Huberman interactive model. The results showed that the use of e-Office in issuing SKPWNI at the Population and Civil Registration Office of Palembang City is already running effectively. However, infrastructure improvements, Human Resources (HR) training, and improved communication and data integration are needed for optimal results.
