The Palembang City Government has implemented the Population Administration Information System (SIAK) for Electronic Identity Card (e-KTP) issuance to improve administrative efficiency and accuracy. However, its implementation faces several challenges This study aims to analyze SIAK implementation and identify supporting and inhibiting factors. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and documentation. Evaluation was based on William N. Dunn's six aspects: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Findings indicate that while SIAK accelerates administrative services, challenges such as technical disruptions, infrastructure limitations, insufficient staff training, and unequal service distribution persist. Additionally, system incompatibility with Palembang's social and cultural conditions hinders policy execution. This study suggests that the government enhance technological infrastructure, improve human resource capacity, and ensure equitable service access for a more effective and inclusive SIAK implementation.
