EFEKTIVITAS KEGIATAN PEMELIHARAAN KANTOR PADA SUBBAGIAN RUMAH TANGGA SEKRETARIAT DPRD PROVINSI SUMATERA SELATAN
Office maintenance is a crucial factor in ensuring operational effectiveness and creating a comfortable and productive work environment. According to Steers’ (1980) organizational effectiveness theory, an organization’s effectiveness is influenced by its characteristics, environment, workforce, and management policies. In the context of office maintenance, this effectiveness includes planning, implementation, supervision, and evaluation to ensure that facilities remain optimally functional. This study aims to analyze the effectiveness of office maintenance activities at the Household Subdivision of the Secretariat of the Regional People’s Representative Council (DPRD) of South Sumatra Province. A qualitative method with a descriptive approach was used. Data were collected through in-depth interviews with informants, including the Head of the Household Subdivision, Head of Finance, civil servant staff, contract staff, and vendors involved in maintenance activities. The findings indicate that office maintenance still faces several challenges, such as budget constraints, lengthy administrative procedures, lack of interdepartmental coordination, and delays in repair implementation. Based on Campbell’s effectiveness theory (in Mutiarin & Zaenudin, 2014), effectiveness can be measured through program success, target achievement, satisfaction levels, input-output balance, and overall goal attainment. To enhance maintenance effectiveness, administrative procedures should be streamlined, budget allocation optimized, coordination improved, and supervision strengthened.
