World Surf League (WSL) Krui Pro is an initiative by subnational actors of the Pesisir Barat Regency Government, which has been implemented since 2017. Aiming to have an impact on the local community through international events by utilizing the potential of the local tourism sector. The purpose of this research is to understand the motivation of the Pesisir Barat Regency Government, as an underdeveloped region, in organizing the WSL Krui Pro as a form of international interaction forum. The researcher used a descriptive qualitative research method with primary data sources through interviews and secondary data sources through literature review. This research also uses the concept of paradiplomacy motivation from Francisco Aldecoa and Michael Keating. The results of this study show that the Pesisir Barat Regency Government has a primary motivation with the effort to successfully host the global-scale WSL event in its region. There are three motivations, including economic motivation, cultural motivation, and political motivation. First, the economic motivation is based on efforts to seek foreign investment, markets for tourism products, and technology for modernization. Second, the cultural motivation is based on efforts to seek resources and support in the cultural development. Third, the political motivation is based on the effort to seek national aspirations and public influence. Therefore, the Pesisir Barat Regency Government must continue the WSL Krui Pro’s event as a form of regional motivation, while also formulating more concrete paradiplomacy policies.
