INOVASI E-GOVERNMENT DALAM PENGENDALIAN PENCEMARAN AIR (STUDI PENGGUNAAN SISTEM PELAPORAN INFORMASI ELEKTRONIK LINGKUNGAN HIDUP (SIMPEL) DI PT. SEMEN BATURAJA TBK PALEMBANG
The E-Government innovation can be interpreted as a renewal which is one of the efforts made to simplify the reporting process in overcoming problems that occur. Various government agencies, SOEs, or private agencies are required to be able to create various kinds of innovations and implement these innovations. The Ministry of Environment and Forestry has made an E-Government innovation in terms of reporting the environmental conditions of companies that have an impact on the environment. PT. Semen Baturaja Tbk participates in implementing innovations created by the Ministry of Environment and Forestry in accordance with existing regulations. This study aims to find out and analyze E-Government innovations through the SIMPEL application owned by the Ministry of Environment and Forestry implemented by PT. Semen Baturaja Tbk which is made specifically for reporting the environmental condition of companies oe business entities. This study uses a qualitative method with research informants, namely managers of environment, supervisor environment, environment admin staff, and environment staff who understand the SIMPEL application. The theory used is the innovation diffusion theory (innovation adoption decision process, Rogers 2005) which states that there are five dimensions of innovation adoption stage, nemely knowledge, persuasion, dicision, implementation, and confirmation. The results of the study show that the e-government innovation of water pollution control (study on the use of the SIMPEL application at PT. Semen Baturaja Tbk) has gone well. The problems that often occur are errors in users in data input, deadlines determined by the Ministry of E-Government and Forestry can make it difficult foe employees to understand the SIMPEL application.
