ABSTRACT In international relations, there is a relationship between one country and another that includes political, economic, and social. Countries need other countries to fulfil their needs, as this dependency arises from geographical and resource differences. International organizations, such as the United Nations, are formed to facilitate cooperation between countries. United Nations plays a role in conflict prevention and humanitarian aid. On February 6th, 2023, a devastating earthquake struck Turkey and Syria, resulting in around 51,000 casualties. This study aims to analyse the effectiveness of the United Nations in dealing with the disaster. The data collection technique used by researchers is a qualitative data collection technique using literature studies such as journals, books, reports, or news, and official websites that correspond to the facts as well as sources that are classified as relevant related to the issues raised by the author. Based on an analysis by Frank Biermann and Steffen Bauer, the conclusion is that the United Nations quickly issued Flash Appeals to raise $1 billion for Turkey and $397 million for Syria. United Nations successfully coordinated various international agencies, governments and NGOs with a cluster mechanism. United Nations was also able to meet the basic needs of disaster victims, including food, temporary shelter, health services, and protection for vulnerable groups. United Nations efforts have had a significant impact in the early recovery of communities, especially infrastructure and social, but economic recovery in Syria faces major challenges due to complex geopolitical conditions. The effectiveness of United Nations’ efforts is categorized as successful in the emergency aspect, but faces limitations in the sustainability of recovery in areas with political and logistical challenges.
