Training of Trainers (TOT) is one of the programs implemented by the Badan Saksi Pemilu Nasional (BSPN) PDI-Perjuangan to carry out a series of activities to recruit, select, train, assign and foster witnesses in order to oversee and / or secure the results of voting, calculation, and recapitulation of vote acquisition results in simultaneous elections and simultaneous Pilkada. The assessment criteria in the TOT selection are Pretest, Post Test, individual activeness value, and group activeness value. In the 2020 Election Witness TOT there were 42 participants who participated in the selection and there were 36 participants who passed the selection. The selection process carried out by the South Sumatra PDI-P Regional BSPN only accumulates the scores of the judges for each criterion. In this research, the MOORA method will be used to determine participants who pass the selection. Starting from weighting the criteria, calculating the normalization matrix, multiplying each criterion weight by the normalization matrix, and sorting the results from highest to lowest. A similarity percentage of 95.24% was obtained from the results of calculations using the MOORA method with the results of the South Sumatra PDI-P BSPN Region. It is hoped that the calculation of the MOORA method can be taken into consideration in the selection of TOT Witnesses for the next election.
