Perum BULOG plays a role in maintaining the stability of rice supply and prices through the SPHP Program. In Palembang City, the increasing population and the impact of El Niño have led to a surge in rice demand, which has been addressed through the "Rumah Pangan Kita" (RPK) Program. From May to October 2023, a total of 774,600 kg of SPHP rice was distributed through 182 RPK partners. Prospective partners are required to comply with Standard Operating Procedures (SOPs) and purchasing regulations. However, the implementation of the program is considered suboptimal due to inefficient scheduling, limited personnel, and low partner comprehension.This study aims to analyze the performance of Perum BULOG in distributing SPHP rice through the RPK Program in Palembang City. The Stabilized Food Supply and Price (SPHP) rice is one of Perum BULOG’s efforts to maintain food market stability. This research uses a qualitative descriptive method. Data were analyzed using data condensation, data presentation, and drawing conclusions. The researcher applies the theory proposed by Agus Dwiyanto as cited in Pasolong (2014:178), which includes service quality, responsiveness, responsibility, and accountability. The results of this study examine and analyze the overall performance of the logistics agency (Perum BULOG) in distributing SPHP rice, particularly staple food, through the RPK Program in Palembang City, as well as the supporting and inhibiting factors affecting the distribution performance. The conclusion of this research is that the performance of Perum BULOG in distributing staple food and SPHP rice is considered good, particularly in terms of service quality, responsiveness, responsibility, and accountability. However, there are still obstacles, such as the misuse of SPHP rice distribution by certain recipients who sell it at prices above the Highest Retail Price (HET).
