Planning for Human Resources for Health (HRH) is a crucial process aimed at ensuring the availability, distribution, and quality of health personnel align with regional needs. This planning process is implemented in a bottom-up manner, starting from primary healthcare facilities, namely Puskesmas, then escalating to the district/city level, provincial level, and finally to the national level. Based on data from the South Sumatra Provincial Health Office in 2024, there is a shortage of 481 public health personnel in Puskesmas across districts/cities. These personnel consist of epidemiologists, health promotion staff, occupational health staff, and health administration staff. This condition will impact the overall goals of regional health development. This study aims to analyze the problems in the planning process for public health personnel needs in Puskesmas across districts/cities in South Sumatra Province. The research used a descriptive qualitative method through in-depth interviews, observation, and document review with three informants from the HRH Section of the South Sumatra Provincial Health Office. Data analysis was conducted using thematic analysis techniques. The research findings indicate that the main problems in planning for public health personnel needs include inconsistencies in the implementation of central and local policies, high turnover of planning staff, limited competence of planning staff, limited budget, and a suboptimal health information system. The conclusion of this study is that the effectiveness of planning for public health personnel needs has not been optimal due to these factors. It is necessary to strengthen data-based policy implementation, improve the competence of planning staff, optimize budget allocation, develop an integrated health information system, and strengthen continuous monitoring and evaluation.
