The purpose of this research is to understand the implementation of the National Civil Service Agency (BKN) Regulation Number 7 of 2021 concerning the provision of leave for civil servants in the general secretariat of the South Sumatra Regional People's Representative Council. This research uses a descriptive qualitative method, which involves studying a condition, object, or phenomenon under scientific conditions or without experimentation. This study employs the Adaptive Policy theory from Swanson and Bhadwal (2009: in the book Collaborative Governance in Theory and Practice) which measures policy implementation using three main elements policy flexibility. policy trials, and monitoring and evaluation. This research found that the flexible dimensions of leave policy have clear functions and duties, submission procedures based on regulations, and have been coordinated between superiors and subordinates. From the trial dimension of the quantity of civil servants taking leave, which is 41.11% in 2024, the responsive leave policy, and the flexible leave provision. The monitoring and evaluation dimensions have the advantage of implementing work-life balance, thereby reducing employee stress due to work demands, however, the drawback is that it has not been implemented digitally, so it still takes a lot of time. Based on these findings, it is recommended that the government and the Regional People's Representative Council (DPRD) provide digital-based leave services and more transparency in the grant process for data research.
