EFEKTIVITAS KEBIJAKAN PENEGAKAN HUKUM LALU LINTAS BERBASIS ELECTRONIC TRAFFIC LAW ENFORCEMENT (ETLE) DI KOTA PALEMBANG (Studi Kasus di Jalan POM IX Kota Palembang)
This study aims to analyze the effectiveness of traffic law enforcement policy through the Electronic Traffic Law Enforcement (ETLE) system in Palembang City, focusing on the POM IX Street area. The ETLE system is expected to reduce traffic violations through a more transparent and accountable technology-based enforcement mechanism. However, its implementation faces several challenges, such as limited infrastructure, insufficient public outreach, and low levels of compliance. This research uses a qualitative approach and is based on Duncan’s policy effectiveness theory, which emphasizes three aspects: Goal Achievement, Integration, and Adaptation. The findings reveal that while ETLE has made progress in detecting violations, its overall effectiveness remains suboptimal due to limited legal awareness among the public and technical challenges in the field. Therefore, improvements in infrastructure, public education, and policy integration are essential to fully realize the objectives of the ETLE system.
