The transformation of electronic government has become an urgent necessity in efforts to enhance efficiency, transparency, and accountability in regional governance in the digital era. One of the key instruments supporting this transformation is the Regional Government Information System (SIPD), as regulated in Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE). However, the implementation of the Regional Government Information System at the Regional Human Resources Development Agency of South Sumatra Province still faces various challenges, such as limited technological infrastructure, low digital literacy among civil servants, and resistance to change. This research employed a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The research informants were civil servants working within the Regional Human Resources Development Agency of South Sumatra Province. the results of the study indicate that the implementation of the Regional Government Information System has had a positive impact on the integration of planning, reporting, and evaluation data, although there are still obstacles such as technological limitations and human resource capacity gaps. The supporting factors for successful transformation include leadership commitment, digital competency training for civil servants, and regulatory support, while the main inhibiting factors are the uneven distribution of infrastructure and the lack of digital skills among civil servants. In conclusion, the transformation of electronic government through the Regional Government Information System at the Regional Human Resources Development Agency of South Sumatra Province has shown positive developments. However, further efforts are needed to strengthen human resource capacity and improve technological infrastructure to optimize the system in the future.
