DETERMINAN EFEKTIVITAS PENILAIAN KINERJA PEGAWAI (STUDI KASUS DI BADAN PENGEMBANGAN SUMBER DAYA MANUSIA DAERAH PROVINSI SUMATERA SELATAN)
This study examines the effectiveness of the employee performance appraisal system at the Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province. Using the theoretical framework from Dharma (2005) regarding factors influencing performance appraisal, including accuracy, focus on behavior and results, and fairness, this research aims to explore more deeply the determinants of the effectiveness of employee performance appraisal at BPSDMD South Sumatra Province. The results show that the performance appraisal system for Civil Servants (ASN) is considered fairly effective, supported by digital tools such as e-Kinerja. In contrast, the appraisal process for Non-ASN employees is still conducted manually and tends to be subjective, facing challenges related to discipline, honesty and fairness, as well as transparency.
