PENGUATAN KELEMBAGAAN DEWAN PERWAKILAN RAKYAT DAERAH KOTA PALEMBANG DALAM MENGOPTIMALKAN FUNGSI PENGAWASAN TERHADAP PERATURAN DAERAH
This research is titled "Institutional Strengthening of the Regional People's Representative Council of Palembang City in Optimizing the Oversight Function of Regional Regulations." The purpose of this study is to analyze the extent to which institutional strengthening has been carried out to enhance the DPRD's oversight function in monitoring the implementation of regional regulations. This study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, documentation, and literature review. The analysis is based on the five institutional dimensions proposed by Deborah Eade, namely human resources, organizational structure, financial capacity, infrastructure, and collaboration. The findings indicate that although the DPRD of Palembang City has established a formal institutional structure, it still faces various functional challenges. Technical competencies among DPRD members remain uneven, and there is no performance evaluation system in place. Oversight activities tend to be reactive and are often driven by public complaints or media attention. There is no specific budget allocation for oversight functions, making efficiency difficult to measure. While physical infrastructure is adequate, some facilities require renovation, and the use of information technology is not yet integrated into a comprehensive oversight system. Public participation remains incidental and unstructured, and collaboration with external stakeholders has not yet developed into strategic partnerships. This study recommends a multidimensional approach to institutional strengthening to enable the DPRD to carry out its oversight functions more effectively, adaptively, and accountably.
