MANAJEMEN KINERJA KEPOLISIAN RESOR KOTA BESAR PALEMBANG DALAM PENANGANAN KEKERASAN BERBASIS GENDER: STUDI KASUS DI UNIT PELAYANAN PEREMPUAN DAN ANAK
Gender-based violence remains a complex social issue that requires serious handling by law enforcement agencies, particularly the Women and Children Service Unit (PPA) at the Palembang Metropolitan Police. This study investigates how the PPA Unit manages its performance in responding to gender-based violence, analyzed through the four dimensions of public sector performance management proposed by Wouter Van Dooren: efficiency, effectiveness, accountability, and relevance. A descriptive qualitative method with a case study approach was employed, using data obtained through in-depth interviews with victims and PPA officers, direct observations, and document analysis, supported by the qualitative software Atlas ti. The findings reveal that the unit has made significant efforts in case resolution and routine evaluations, yet still faces challenges such as limited human resources, lack of victim involvement in service evaluation, and weak integration with external support institutions. The implication of this research highlights the urgency of strengthening internal management, building a two-way victim-centered communication system, and improving inter-agency collaboration to develop a more integrated and sustainable approach to gender-based violence response.
