The Bangga Kencana Program emphasizes cross-sectoral network governance to improve family quality. However, its implementation in Kampung KB Cempaka, Palembang City, has not shown optimal coordination and role clarity among stakeholders. This study employed a qualitative approach using a case study method, involving 10 informants from BKKBN, government, community, cadres, and the private sector. Findings show that BKKBN plays a dominant role as a lead organization. Communication among actors is not well-structured, and role division lacks proper documentation. Although supported by regulations such as Presidential Instruction No. 3/2022 and cadre participation, obstacles such as limited human resources, weak communication, and low community awareness remain. The study implies the need for regular coordination forums, written role documentation, and improved communication and collaboration capacity among actors to achieve effective network governance.
