ANALISIS PENGEMBANGAN KARIR PEGAWAI PASCA PELAKSANAAN KEBIJAKAN PENYETARAAN JABATAN DI BADAN PUSAT STATISTIK PROVINSI SUMATERA SELATAN
The Regulation of the Minister of Administrative and Bureaucratic Reform Number 17 of 2021 regarding the transition of administrative positions into functional positions represents a policy implemented at the Central Bureau of Statistics of South Sumatra Province. This policy aims to create a more dynamic bureaucracy and accelerate decision-making and service delivery processes. This study aims to examine the impact of the position transition policy on employees’ career development following the change in their positions. A qualitative research method with descriptive analysis was employed, involving seven informants who were functional officials resulting from the position transition. The findings reveal that the policy has a direct and highly positive impact on the career development of the transitioned employees, particularly across the dimensions of career clarity, self-development, and improvement of work quality. In the dimension of career clarity, functional officials experience clearer career pathways compared to their previous structural roles. In terms of self-development, they are required to participate in training programs to enhance their competencies and minimize competency gaps. Regarding work quality improvement, inconsistencies in job responsibilities were identified due to the existence of overlapping workloads. Nevertheless, in the aspect of work efficiency, the position transition policy has led to greater speed and flexibility in task execution, thereby being considered relatively efficient.
