The following research is based on the impact of negative labeling in the form of accusations against the state of Qatar by several Gulf countries accusing Qatar of providing financial assistance to international terrorist groups based in the Middle East. Qatar experienced many negative impacts until its peak in 2017, the country experienced a diplomatic crisis to the point of an economic embargo from the Gulf countries which resulted in Qatar's political and economic conditions becoming unstable. Until the opportunity for Qatar to be selected as the host of the 2022 World Cup, these accusations continued to be massively labeled by many countries outside the Gulf countries such as several countries in Europe and the United States. In the end, the state of Qatar saw an opportunity from the momentum when it hosted the 2022 World Cup to carry out its soft power strategy through sports diplomacy which it would carry out as an effort to improve its image in the eyes of the world and the international public, especially to overcome accusations as a funder of international terrorist movement groups previously. This study aims to explain how Qatar's Sport Diplomacy is carried out as an effort to improve the country's image regarding the issue of funding support for international terrorist movements as. The sports diplomacy mechanism introduced by Nygard and Gates is used to discuss how the sports diplomacy mechanism is carried out by the state of Qatar. Qualitative descriptive research method is used to describe in detail the sports diplomacy carried out by the country of Qatar. Research data was obtained from literature studies such as books, journals, electronic data, reports to official website portals. The mechanism carried out by Qatar as a form of sports diplomacy in improving its image from the negative label as a country that supports international terrorism movements is carried out through four mechanisms, namely Image building, Building a platform for dialogue, Trust Building and Recognition, Integration, anti-racism.
