This study focuses on community participation in the conservation efforts of the Belida fish within the Belida Musi Lestari Program, implemented by the Corporate Social Responsibility (CSR) initiative of PT. Kilang Pertamina Internasional RU III Plaju in Banyuasin Regency. Community participation in this program is influenced by various factors that affect their level of involvement in Belida fish conservation. The objective of this research is to analyze and understand the forms of community participation and the factors influencing it, namely social conditions, resources, and organizational structure. The research employs a qualitative descriptive method with a case study research strategy. Cohen and Uphoff's participation theory serves as the analytical foundation for this study. Data were obtained through interviews with eight primary informants and two supporting informants, as well as through observation and documentation. Data analysis was conducted using Miles & Huberman’s interactive model. The findings indicate that community participation in this program takes several forms, including participation in planning, implementation, benefit utilization, and program evaluation. Additionally, it was found that social conditions, such as awareness and skills, resources, such as the availability of tools and facilities, and organizational structure, which reflects coordination between the community and program managers, all influence the level of community participation. However, challenges remain within the program, including limited aquaculture facilities, the quality of fish feed, and environmental challenges that impact the sustainability of Belida fish conservation.
