MODEL RELASI KEKUASAAN DALAM PROGRAM BANTUAN PEMBIAYAAN PENDIDIKAN: ANALISIS TIGA DIMENSI KEKUASAAN DAN NARRATIVE POLICY FRAMEWORK DALAM PROGRAM INDONESIA PINTAR DI KOTA PALEMBANG
ABSTRACT This dissertation focuses on analyzing power relation models in educational funding assistance programs through the three-dimensional analysis of the Narrative Policy Framework (NPF) and Steven Lukes' theory of power. This study concentrates on the implementation of the Indonesia Smart Program (PIP) in Palembang, which aims to provide equitable educational opportunities for underprivileged communities. The analysis results indicate that public perception and program implementation are significantly influenced by policy narratives. This study presents findings derived from data processing using three dimensions of power: decision-making, agenda control, and preference manipulation. Additionally, it examines how policy narratives are constructed to support the effective execution of the program. The results of the study can serve as recommendations and practical information for policymakers on how to enhance transparency, accountability, and equity in education access. To understand the dynamics of educational policy in Indonesia, the integration of the NPF theory and Steven Lukes' theory of power offers a useful multidimensional perspective.
