PENGARUH FLYPAPER EFFECT, BELANJA PEGAWAI, DAN DIVERSIFIKASI PENDAPATAN, TERHADAP FISCAL STRESS DI KABUPATEN/KOTA SUMATERA UTARA
The declining ability of local governments to increase their own revenue to meet their expenditures is a challenge faced by every local government. This happens because of the high level of dependence on transfers from the central government. This study aims to analyze the effect of flypaper effect, employee expenditure, and revenue diversification on fiscal stress in the district/city of North Sumatra Province. The data used in this study are secondary data sourced from the Directorate General of Fiscal Balance in the range 2011-2023. The analysis technique used is panel data regression with the FEM approach. The results of this analysis show that simultaneously flypaper effect, employee expenditure, and revenue diversification have a significant effect on fiscal stress. Partially in North Sumatra Province, the flypaper effect has a positive and significant effect on fiscal stress, while employee expenditure has no significant effect on fiscal stress, and income diversification has a positive and significant effect on fiscal stress. This finding contributes to policy makers to be able to increase their local revenue, through the application of regional income diversification. With the increase in regional revenue, it will have an impact on reducing the level of dependence on the central government, so as to reduce the incidence of fiscal stress.
