PENERAPAN MODEL REGRESI DATA PANEL PADA FAKTOR-FAKTOR YANG MEMPENGARUHI INDEKS PEMBANGUNAN MANUSIA (IPM) DI PROVINSI PAPUA TAHUN 2020-2023
The Human Development Index (HDI) is a key indicator for measuring societal welfare, encompassing the dimensions of health, education, and living standards. Papua Province has the lowest HDI in Indonesia despite its abundant natural resources. This study aims to determine the best panel data regression model and identify factors influencing the HDI in districts/municipalities of Papua Province for the years 2020 to 2023. The data used was secondary data obtained from the Central Bureau of Statistics (BPS). The variables used are Life Expectancy (UHH), Expected Years of Schooling (HLS), Average Years of Schooling (RLS), adjusted per capita expenditure, and the percentage of the poor population. The analysis was conducted using three panel data regression models Common Effect Model (CEM), Fixed Effect Model (FEM), and Random Effect Model (REM). The selection of the best model was based on the Chow test, Hausman test, and Lagrange Multiplier test. The REM was chosen as the best model. Partial tests revealed that the factors significantly influencing HDI in the districts/ municipalities of Papua Province for the years 2020 to 2023 are UHH (X_1), HLS (X_2), RLS (X_3), and adjusted per capita expenditure (X_4). The REM equation obtained is {\hat{Y}}_{it}=-20,65032+u_i+0.737563X_{1it}+\ 1.307858X_{2it}+1.304931X_{3it}+0.001085X_{4it} with a MAPE value of 0.78%, so that this model is included in the excellent category for forecasting purposes.
