Cluster analysis is used to group similar objects based on characteristic similarities within a dataset of interest. Cluster analysis is divided into two methods: hierarchical and non-hierarchical methods. The hierarchical method has the advantage of faster processing, thus reducing data processing time. One of the hierarchical cluster analysis methods is the Average Linkage method. This study clusters Indonesian provinces based on 2022 criminal case data with 8 variables: murder, domestic violence (KDRT), rape, kidnapping, theft, narcotics & psychotropic substances, fraud, and violations of public order. The goal is to obtain the best cluster results based on 5 evaluation methods: Calinski-Harabasz, Davies-Bouldin, Elbow, Silhouette, and Standard Deviation Ratio from the clustering results using the Average Linkage method. The best clustering result is the grouping into 5 clusters. The 5-cluster grouping produces Cluster 1, which consists of the provinces of Aceh, West Sumatra, Riau, Jambi, South Sumatra, Bengkulu, Lampung, Bangka Belitung Islands, Riau Islands, Central Java, DI Yogyakarta, Banten, Bali, West Nusa Tenggara, East Nusa Tenggara, West Kalimantan, Central Kalimantan, South Kalimantan, East Kalimantan, North Kalimantan, North Sulawesi, Central Sulawesi, Southeast Sulawesi, Gorontalo, West Sulawesi, Maluku, North Maluku, West Papua, and Papua, with characteristics of low and stable crime rates. Cluster 2 consists of North Sumatra province, characterized by frequent incidents of murder, domestic violence, kidnapping, theft, narcotics & psychotropic, and violations of public order substances. Cluster 3 consists of Jakarta province, characterized by frequent incidents of domestic violence, kidnapping, and fraud. Cluster 4 consists of West Java and South Sulawesi provinces, characterized by frequent incidents of rape, theft, and fraud. Finally, Cluster 5 consists of East Java province, characterized by a high crime rate.
