SINERGITAS BAPPEDA LITBANG DENGAN STAKEHOLDERS PADA PENYELENGGARAAN INFORMASI GEOSPASIAL DI KOTA PALEMBANG DALAM MENCAPAI BHUMANDALA AWARD TAHUN 2024
Palembang City Government strives to enhance geospatial information management tosupport more effective and sustainable data-driven development. Proper geospatial informationmanagement is a key factor in urban planning, as recognized by the Bhumandala Award. However,challenges remain in fostering synergy among stakeholders, particularly in the coordination andcommunication between Bappeda Litbang and relevant stakeholders. Although policies on geospatialinformation management have been established, their implementation in the field still facestechnical and administrative obstacles, such as limited human resources and differing prioritiesamong stakeholders. This study employs the synergy theory by Najiyati and Rahmat. It aims to analyzethe supporting and inhibiting factors affecting the synergy between Bappeda Litbang and stakeholdersin the implementation of geospatial information management in Palembang City. Using a descriptivequalitative research method, this study focuses on communication and coordination as the two mainelements in building effective synergy. Data were collected through in-depth interviews with relevantinstitutions and policy document analysis. The findings indicate that synergy in geospatial informationmanagement has been well-established, particularly in the shared commitment among stakeholders.However, several challenges persist, such as technical issues related to human resources anddifferences in priorities that hinder geospatial data integration. Therefore, strengthening a morestructured coordination and communication mechanism is essential to enhance stakeholder synergyin utilizing geospatial information. Efforts can be made by establishing a more active coordinationforum, improving human resource capacity in the geospatial field, and reinforcing regulations thatclearly define the roles and responsibilities of each stakeholder. With these measures, PalembangCity is expected to improve sustainable geospatial information management and increase its chancesof reclaiming the Bhumandala Award.
