Organizational culture consists of values, norms, and beliefs that serve as guidelines for behavior and decision-making within a company. One form of organizational culture implemented in State-Owned Enterprises (BUMN) is the core values of "AKHLAK" (Amanah, Competent, Harmonious, Loyal, Adaptive, and Collaborative). These values aim to shape employee character and enhance their performance in achieving company goals. However, the effectiveness of an organizational culture based on the core values of "AKHLAK" at PT. Perusahaan Gas Negara Tbk, Palembang Area, remains an issue that needs further investigation. Several problems in this company include low work discipline and a lack of employee professionalism. This study aims to identify and analyze the effectiveness of an organizational culture based on the core values of "AKHLAK" in improving employee performance. The research employs a descriptive qualitative method with primary and secondary data sources. Data collection techniques include observation, interviews, and documentation. This study applies Gibson's effectiveness theory as an analytical framework. The findings indicate that the implementation of "AKHLAK" values has generally contributed to improving employee performance. However, several challenges remain, such as limited transportation facilities, an optimally unintegrated billing system, and system access that is only available through PGN's internal WiFi network. Based on these findings, this study recommends that the company enhance its supporting facilities, such as employee transportation, and provide a more flexible system to reduce reliance on the internal WiFi network. Additionally, optimizing the company’s digitalization system is crucial to ensuring more efficient and well-integrated work processes. With these steps, the organizational culture based on the core values of "AKHLAK" is expected to be more effective in improving employee performance at PT. Perusahaan Gas Negara Tbk, Palembang Area.
