This research aims to provide maximum benerfits for Internet Service Provider (ISP) by forming an information service financing scheme modal based on heterogeneous consumer satisfaction levels based on customer self-selection using three financing schemes, including flat fee, usage-based, and two-part tariff. The modified model to provide quality services so that maximum (optimal) results are obtained, it is described by adding marginal costs and monitoring costs to the modified linear function. The data be establised from a local server in the city of Palembang, specifically the Sriwijaya Polythechnic (POLSRI), is digilib traffic data in the research is divided into peak hours and non-peak hours. In completing the research, the modification model was carried out in two methods, namely the optimization method and the differential method. The optimization method is by adding bundling which is carried out using LINGO 13.0 software with the optimal solution be established using a usage-based and two-part tariff financing scheme of IDR 8,013,76 per kbps. With the differential method, namely adding consumer interest and payment options with the optimal solution be established by applying a modified linear ultility function with a flat fee financing scheme of IDR 36.66704 per kbps.
