This research discusses the problem of determining the optimal location for hospitals with emergency room facilities that can be visited by the community in each sub-district in Palembang City by applying the TOPSIS and MOOSRA methods using the Ms. Excel application. The application of the TOPSIS and MOOSRA methods in determining a decision to choose the most optimal hospital location that can be visited by the community in each sub-district by taking into account predetermined criteria, such as travel distance, travel time, transportation costs, hospital class, number of general practitioners, number of rooms Very Very Important Person (VVIP), Very Important Person (VIP) and Intensive Care Unit (ICU). The results obtained from the TOPSIS method in determining the optimal hospital thatcan be visited are Hermina Hospital - Siloam Sriwijaya Hospital Palembang - RSIA Rika Amelia RSU - Myria Hospital Palembang - Palembang Lung Hospital - Palembang Port Hospital - Dr AK Gani Hospital. While the MOOSRA method obtained the most optimum hospitsl result as follows RSIA Rika Amelia - Palembang Lung Hospital - Palembang Myria Hospital - Palembang Port Hospital - dr AK Gani Hospital - Hermina Hospital - Siloam Sriwijaya Palembang Hospital. Based on the results of the two methods, the recommended method to use is the TOPSIS method because the results obtained are more diverse, and meet the predetermined criteria
