This study aims to analyze the level of need for the development of HOTS questions based on science numeracy literacy in high school class X ecosystem materials and design a prototipe of HOTS questions based on science numeracy literacy that has been validated in high school class X ecosystem materials. This study uses the Development Research method to develop products in the form of science numeracy literacy HOTS questions in high school class X ecosystem materials. This study uses the ADDIE (Analyze, Design, Development, Implementation, Evaluation) development model to produce valid and reliable questions. This research was only carried out up to the Development stage by testing questions in small groups. This study produced 15 HOTS literacy questions for numeracy science, biology, and ecosystem materials. The results of the analysis of validity, reliability, difficulty level, and discriminating power were 13 valid, reliable questions (α0.608), set the criteria, as well as 2 questions that need to be revised. The results showed that 2 questions in the category were very good, 7 were good, 4 were adequate, and 1 was not good. This study develops HOTS questions based on numeracy literacy in Biology science on ecosystem materials to improve critical thinking skills of high school grade X students. The test instrument was valid, reliable, with adequate level of difficulty and discriminating power, but 2 questions were eliminated because they were not suitable for measuring students' high-level thinking skills, namely numbers 12 and 15 because they were invalid and did not have good discriminating power. Therefore, this study produced quality prototype final test questions but only consisted of 13 multiple-choice questions. Keywords: HOTS, Literacy Numeracy Science, Ecosystem.
