The Regional Medium-Term Development Plan (RPJMD) is a strategic planning document that serves as a guideline for regional development over five years. In the preparation of the 2018-2023 RPJMD, the Regional Development Planning and Research Agency (Bappeda Litbang) of Palembang City played a key role as the main planner responsible for policy formulation, coordination among Regional Apparatus Organizations (OPD), and ensuring the integration of development programs with the vision and mission of the regional government. This study aims to analyze the role of Bappeda Litbang in the preparation of the RPJMD and to identify the supporting and inhibiting factors in the process.This research employs a descriptive qualitative method, with data collected through in-depth interviews, observations, and document analysis. The findings indicate that Bappeda Litbang has three primary roles in RPJMD preparation: as a facilitator in aligning central and regional policies, as a coordinator in gathering data and stakeholder aspirations, and as an evaluator in adjusting programs to community needs. However, the process also faces several challenges, including limited access to accurate data, delays in cross-sectoral program alignment, and a lack of active community participation. These findings highlight the need for optimizing the role of Bappeda Litbang to enhance the effectiveness of regional development planning. Improvements can be made by enhancing human resource capacity, utilizing technology for data-driven planning, and strengthening synergy among OPD and relevant stakeholders. By doing so, the RPJMD can become a more effective instrument in achieving sustainable development in Palembang City.
