The following research aims to explain how island nations are aggregating power in an effort to establish the Archipelagic and Island Forum as an international organization, as an implication of previous collective efforts that have not been able to make a significant impact in addressing island-related issues. Island nations face various challenges, including unmanaged waste, loss of biodiversity, climate change, resource exploitation, and natural disasters. Sea level rise as a significant impact of climate change threatens the defense and survival of island communities. Although those countries contribute minimally to global emissions, they experience the impacts disproportionately. The Institutional Liberalism theory by Robert O. Keohane is used to discuss how the process of power aggregation among island nations in the formation of the AIS Forum as an international organization. The qualitative descriptive research method is used to further elaborate on the aggregation of power among island nations. Research data were obtained through literature studies such as books, electronic data, reports, and official website portals. The transition of the AIS Forum into a treaty-based organization establishes a formal governance structure that encompasses principles such as equality, solidarity, and respect for sovereignty. The framework allows member states to engage in structured dialogue and decision-making processes, enhancing their collective bargaining power in international forums.
