Innovation in governance is a key factor in increasing the effectiveness of public services and regional competitiveness. Palembang City has won the 2023 Innovative Government Award (IGA) as the Most Innovative City, which cannot be separated from the contribution of the Regional Development Planning, Research, and Development Agency (Bappeda Litbang). This study aims to examine the strategic role of Bappeda Litbang in coordinating regional innovation policies and encouraging the participation of Regional Apparatus Organizations (OPD) in achieving the Innovative Government Award (IGA). This study uses a qualitative method with data collection techniques through in-depth interviews, observations, and documentation analysis. The results of the study show that Bappeda Litbang plays a very important role in designing innovation policies, carrying out cross-sector coordination, and overseeing the implementation of innovation in various OPDs. Palembang's success in winning the 2023 IGA award is supported by key factors such as collaborative leadership, effective communication between stakeholders, and mechanisms for continuous evaluation and improvement of regional innovation policies. With this approach, Palembang not only improves the quality of public services but also strengthens its position as a city with sustainable innovation-based governance.
