CAPACITY BUILDING TIM PERCEPATAN PENURUNAN STUNTING DALAM UPAYA PERCEPATAN PENURUNAN STUNTING PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH PROVINSI SUMATERA SELATAN
Stunting is a health issue that significantly impacts the quality of human resources in Indonesia, including in South Sumatra Province. In the effort to accelerate stunting reduction, the role of the Stunting Reduction Acceleration Team (TPPS) at the Regional Development Planning Agency (BAPPEDA) of South Sumatra Province is crucial. Capacity building is an essential aspect in enhancing TPPS's effectiveness in coordinating policies and programs for stunting reduction. This study aims to analyze the capacity of TPPS at BAPPEDA South Sumatra based on three dimensions from Grindle’s theory: Human Resources Development, Organizational Strengthening, and Institutional Reform. The research was conducted using a qualitative-descriptive approach at BAPPEDA South Sumatra Province. Data were collected through in- depth interviews with informants from BAPPEDA, BKKBN, and related institutions, as well as documentation and observations. The results indicate that capacity building of TPPS at BAPPEDA South Sumatra still requires improvement. In terms of human resources development, there is no specific training for TPPS personnel on stunting, unlike BKKBN, which has structured training programs. From the organizational strengthening aspect, inter-agency coordination is already in place but still faces challenges in program synchronization and resource allocation. Regarding institutional reform, existing policies need to be strengthened with more specific regional regulations. The study concludes that while TPPS has a clear policy framework, program implementation needs to be enhanced through more comprehensive human resource training, stronger inter-agency synergy, and improved monitoring and evaluation mechanisms. Therefore, strategic steps are required to strengthen capacity building in TPPS to effectively and sustainably accelerate stunting reduction in South Sumatra.
