ANALISIS PEMAHAMAN DAN KESEDIAAN PEMILIK BANGUNAN KOMERSIAL DI KOTA PALEMBANG TERHADAP SERTIFIKAT LAIK FUNGSI (SLF) GEDUNG
Building safety is a crucial aspect of ensuring protection for building users. The Certificate of Feasibility serves as a legal standard to ensure that buildings meet safety, health, comfort, and accessibility requirements before being used. However, the ownership rate of SLF in Palembang remains low, indicating challenges in its implementation. Therefore, this study aims to analyze the understanding and willingness of commercial building owners regarding SLF and identify factors hindering its administration. This study employs a quantitative approach using survey questionnaires and field observations. The results show that the level of understanding of SLF among commercial building owners is moderate, with malls (100%), hospitals (93.2%), and warehouses (88%) having the highest understanding, while restaurants have the lowest (23.4%). The willingness of building owners to obtain SLF is relatively high (81.3%), particularly in malls and hospitals (100%). However, more than 60% of buildings still lack SLF. The main obstacle in the SLF administration process is the lack of socialization from the government (89%). This study is expected to provide insights for local governments to enhance SLF ownership in Palembang.
