Occupational Health and Safety (OHS) is a crucial aspect of company operations, especially in the oil and gas industry, which has a high level of risk. This study aims to analyze the implementation of the OHS program at PT Pertamina Refinery Unit III Plaju and identify supporting and inhibiting factors in its implementation. This research employs a qualitative descriptive approach using Soren C. Winter’s policy implementation theory as the analytical framework. Data were collected through interviews, observations, and documentation. The findings indicate that the implementation of OHS at PT Pertamina Refinery Unit III Plaju has been fairly effective, with strong management commitment, coordination with various stakeholders, and strict safety procedures. However, challenges such as limited policy socialization among workers and varying levels of compliance remain. By enhancing training and stricter supervision, the implementation of OHS is expected to be more optimal in creating a safer and more productive work environment
