IMPLEMENTASI SISTEM INFORMASI PEMERINTAHAN DAERAH PADA SUB BAGIAN KEUANGAN DINAS PEKERJAAN UMUM DAN PENATAAN RUANG KOTA PALEMBANG
This study analyzes the implementation of the Regional Government Information System (SIPD) in the Finance Sub-Division of the Public Works and Spatial Planning Agency of Palembang City using George C. Edward III's policy implementation theory. This study aims to evaluate the success of implementation based on four main factors, namely communication, resources, disposition, and bureaucratic structure. The study uses a qualitative descriptive approach with in-depth interviews, observation, and documentation as data collection techniques. The result of the study indicate that the implementation of SIPD faces obstacles such as lack of skilled human resources, inadequate infrastructure, and technical problems such as system and network errors. However, there is potential for improvement through training, strengthening the bureaucratic structure, and improving technology infrastructure. These findings provide recommendations for improving the effectiveness of SIPD in managing regional finances in transparent, accountable, and efficient manner.
