Utility relocation is the process of moving utilities to prevent damage during a construction project. Utility relocation work involves risks in both planning and execution, which can impact construction projects in terms of cost and time. This study employs a mixed-method approach, utilizing quantitative analysis with the Probability Impact Matrix (PIM) method and qualitative analysis through descriptive explanations of responses and mitigation measures. The study identifies 49 risks, including 19 in the planning phase and 30 in the execution phase. Risk analysis using the PIM method categorizes risk levels as follows: in the planning phase, there are 2 medium risks, 6 high risks, and 11 extreme risks, while in the execution phase, all 30 risks are classified as medium. A ranking system identifies 10 dominant risks—5 related to planning and 5 to execution. Each dominant risk is described in detail with response and mitigate on strategies, focusing on their impact on cost and time.
