IMPLEMENTASI KEBIJAKAN PELAYANAN PERIZINAN BERUSAHA BERBASIS RISIKO PADA DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KABUPATEN OGAN ILIR
This research aims to analyze the implementation of risk-based business licensing service policy at DPMPTSP of Ogan Ilir Regency and to identify supporting and inhibiting factors uses the implementation theory of Charles O Jones which includes three main aspects: organization, interpretation, and application. The research method used is descriptive qualitative with data collection techniques through observation, interview and documentation. The results showed that the implementation of risk-based business licensing service policy at DPMPTSP of Ogan Ilir Regency has shown positive conditions, particularly in the organizational aspect. The organizational structure complies with central regulations, human resources in the field of licensing services are adequate, and coordination among units and implementing organizations is well-established. The application aspect is supported by the availability of stable internet network, adequate service facilities and clarity of SOP’s for service delivery. However, in the interpretation aspect challenges persist, particularly during the preparation of supporting regulations for risk based business licensing such as RDTR, PBG, and SLF. These challenges include incomplete data form other OPD, the complexity of regulatory drafting processes and adjustments to the latest central regulations. Further action is required to improve the legal framework to support ease of doing business in Ogan Ilir Regency. Additionally, limited policy socialization due to the lack of budget allocation has resulted in some business actors lacking an understanding of the Online Single Submission Risk-Based Approach (OSS RBA) system.
