One of the objectives of regional expansion is to improve the welfare of the community, but two years (2015) since the expansion in 2013, Musi Rawas Regency and North Musi Rawas Regency were designated as underdeveloped regions in South Sumatra, which shows that the purpose of expansion has not been achieved. This study aims to analyse the impact of regional expansion that has passed more than 10 years in Musi Rawas Regency (parent region) and North Musi Rawas Regency (New Autonomous Region/DOB) with the impact evaluation dimension focusing on the difference between actual and expected impacts (Langbein, 1980), through the parameters of economic growth, regional financial performance, and community welfare. The policy evaluation method used is comparative before - after according to Finsterbusch and Motz (1980). Then, the research approach used was qualitative with data collection techniques through qualitative interviews, observation, and collection of documents and archival records. The research was analysed using Robert K. Yin's five stages of analysis, namely Compile Database, Disassemble Data, Reassemble Data, Interpret Data, & Conclude. The results showed that regional expansion in the parent regions and DOBs had actual impacts that were positive in nature as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers.
