COLLABORATIVE GOVERNANCE DALAM PENANGANAN ORANG DENGAN GANGGUAN JIWA (ODGJ) DI KOTA PALEMBANG
This research aims to determine collaborative governance in the handling of People with Mental Disorders (ODGJ) in Palembang City. This is motivated by the problem of ODGJ in Palembang City, whose presence can cause new problems in the community. Handling this problem requires the involvement of cross-sectoral parties, so that ODGJ can receive services according to their rights and create a safe and peaceful community environment. But in fact, the handling is still not optimal as seen from the fact that there are still many ODGJ who have not received proper services. This research method uses a type of qualitative research with data collection techniques, namely, interviews, observation, and documentation. This research uses the theory by Ansell & Gash (2007) which consists of four variables—starting condition, facilitative leadership, institutional design, and collaborative process. The research findings that there has been a collaborative process in handling ODGJ in Palembang City. However, face-to-face dialog is still very rare which requires stakeholders to hold a meeting that results in making decisions related to the handling of ODGJ. In addition, there is no official agreement between parties, especially with the private sector, which shows that each party collaborates with each other apart from laws and regulations. It is recommended that the government and private sector sign MoUs, establish special SOPs, and hold discussion forums between stakeholders more often.
