This research endeavors to explore the implementation of the International Plan of Action to Prevent, Deter, and Eliminate IUU Fishing (IPOA-IUU) within the Indonesian context. It seeks to understand the integration of IPOA-IUU as an international regime into the Indonesian legal and policy framework, specifically within the framework of the National Action Plan for the Prevention and Control of Illegal, Unreported, and Unregulated (IUU) Fishing 2012-2016. The analysis in this study draws from Steinar Andresen's Regime Implementation framework, which encompasses the stages of ratification or acceptance of international programs, transformation of international commitments into national legislation, exercise of national programs, the relationship between regulators and the target groups and the target groups’ response to regulation, and the consequences of the target groups' response. The research methodology is grounded in a Qualitative- Descriptive approach, with secondary data serving as the source of information. The findings of this research indicate that Indonesia has integrated the IPOA-IUU regime into its national policies in accordance with the implementation phases outlined by Steinar Andresen. Indonesia formally ratified the IPOA-IUU in the year 2001. This ratification was accompanied by the enactment of corresponding national legislation aimed at harmonizing with the provisions of IPOA-IUU. Subsequently, the IPOA-IUU framework has been integrated into the implementation of national programs, facilitating cooperative engagements between regulators and the target groups, and imparting consequences in the form of both internal and external impacts on the targeted group.
