This research aims to find out how Indonesia and Australia collaborate through the Ministry of Maritime Affairs and Fisheries (KKP) and the Australian Border Force (ABF) in dealing with illegal fishing at the border using qualitative research methods using secondary data based on the concepts of transnational crime and maritime security. The research results show that cooperation between Indonesia and Australia in dealing with illegal fishing on the border goes through three processes that are in line with the theory of international cooperation according to K.J. Holsti, namely: 1) formulating joint problems through the IAFSF forum, RPOA-IUU, and the Joint Declaration on Maritime Corporation and the MoU agreed; 2) making joint policies as a form of handling problems through agreed forums; and 3) implementing policies by sharing knowledge, sharing technology, and the blue economy in a sustainable manner. Cooperation between the KKP and ABF provides benefits and has a positive and sustainable impact on maritime security and the economies of the two countries through policies that are created and mutually agreed upon through the forums that are formed. Keywords : illegal fishing, international cooperation, maritime security, Joint Declaration on Maritime Corporation
