The Palembang City Government has signed a Memorandum of Understanding (MoU) as the basis for implementing the Sister City cooperation between the cities of Palembang and Zhangzhou. This study aims to analyze the implementation of paradiplomacy carried out by the Palembang City Government within the framework of the MoU in the period 2019–2023. Using the theory of paradiplomacy from Ivo Duchacek, this study evaluates the aspects of effectiveness, efficiency, accountability, and benefits of the policy. The research method used is descriptive - qualitative using data collection techniques through literature studies, triangulation, and formal interviews to obtain in-depth information. This study focuses on the implementation process of the Sister City policy which aims to improve the economic sector, especially tourism, through cooperation between the cities of Palembang and Zhangzhou. However, even though the MoU has been signed and activity planning has been carried out, the implementation of this cooperation faces various challenges and obstacles. As a result, during the period 2019–2023, there were no significant results or concrete follow-up from this cooperation. Therefore, it is necessary for both regional governments to meet again to follow up, consider and plan new strategies that are more effective so that this Sister City cooperation can provide benefits and its effectiveness and relevance can be assessed for the sustainability of Sister City cooperation in the future.
