There a lot of Indonesian migrant workers in Malaysia are indicated as illegal migrant workers. This will have an impact on the human security aspects of IMWs who are vulnerable to violence, abuse of human rights, and their position is difficult for the state to detect. Based on the Human Security concept and the Duty of Care (DoC) paradigm, this research aims to analyze the government's active actions, in this case the Directorate General of Immigration, regarding immigration field supervision in an effort to protect migrant workers abroad. The research method used is descriptive qualitative, with an approach through literature study based on reliable data types and sources. As a result, the established diplomatic relations developed into bilateral cooperative relations between the two countries, including base of immigration cooperation. The cooperation between Indonesian Immigration and Malaysian Immigration in protecting non-procedural migrant workers was followed up by Indonesian Immigration's efforts to facilitate the completion of documents such as IMWs Passports which then made it possible for Malaysian Immigration to issue work permits in accordance with applicable regulations. There are several Immigration collaborations with various policy stakeholders who have a role in protecting IMWs with the concept of collaborative cooperation both involving domestic Ministries/Institutions/Agencies as well as collaboration with International Organizations and Government Representatives abroad. Indonesia also has a special agency that focuses on the protection and welfare of IMWs, namely BP2MI. Immigration cooperation with BP2MI is outlined in the MoU which was signed as a form of commitment to protect PMI. As well as the existence of good cooperative relations between Indonesian Immigration, Polri, Malaysian Immigration, PDRM and others to maintain border area security and crack down on cross-border crimes, it is hoped that it will be able to provide preventive and repressive measures. Protection is always sought in "status quo" situations or in emergencies that threaten the security and safety of IMWs in Malaysia.
